I have found that TTT's Maxnet service to be, overall, acceptable now. Currently using the 256/512, but they now have 512/1M available for 1K baht/mo. Waiting for them to "adjust" to the new demaind before I will consider upgrading. The service is down only rarely now and, I am assuming, it is likely for maintenance/upgrades/growing pains, etc. That's to be expected no matter where you are. I almost always get the full upload speed but, of course, dload speed varies. If it drops to dialup speed, I am assuming they have disconnected their main line for upgrade work and have funneled everyone into a temporary bottleneck. When that happens, I just go do something else. Early evenings, particularly Fri-Sat, are slower, as expected, but that is the tradeoff one has to make. Also, your location may be a factor. If you live in a densely populated area, one has to anticipate higher congestion most of the time than elsewhere.
Good luck.
