Download managers blocked

Are download managers blocked by ISPs such as True? How do they do this? Is there a workaround?

It seems that it is not the download managers but the sites where downloads are stored such as Rapidshare, Oron, filesonic etc. From time to time the ISPs unblock the resume function. I assume they are conserving bandwidth. Not all ISPs do this. True, 3B are at least two.

Other than a proxy, is there a workaround.

Just switch your ISP to a better one.
A premium ISP should give a better result than a mass ISP.
